It's not so much that the laws explicitly permit harassment as it seemed like they didn't do much to prevent it, ack. I'd be curious to see if things have changed, though--the book iirc (I returned it to the library already) was written in the early '90s, when all this was just starting to pick up, so I'd imagine (hope) that the laws were eventually changed to protect consumers more.
